1. I recall Mark mentioning elsewhere that the Kremlin is ambivalent about Odessa, that if they could effectively exclude NATO from using it, then they would rather not own Odessa. Odessa Inhabitants have an odious reputation in the former USSR for their preference of crime over honest labour, aka it’s a mini Moldova.
